Windlesham’s Future Representation

A clear choice for our village

Windlesham residents are currently being asked to take part in a Community Governance Review (CGR) that

will decide whether our village should have its own Parish Council, separate from the current three‑village

arrangement with Bagshot and Lightwater.

The Windlesham Society Committee has carefully considered this question and is unanimously in favour of

Windlesham having its own Parish Council. We believe this change would give our village a stronger voice,

clearer representation, and better control over decisions that affect us.

 

Why this matters now

You should have received a letter or email from Surrey Heath Borough Council inviting you to vote. If the

vote is successful, Windlesham will be able to establish its own Parish Council for the first time.

This decision depends on turnout as well as majority support. Every response matters.

The consultation closes on 26 January 2026. Responses must be submitted before this date to be

counted.

Our reasons for supporting change

1. A positive vision for Windlesham

Other villages such as Chobham, West End and Bisley already have their own Parish Councils. These

councils operate effectively and independently, without higher costs to residents. Windlesham is equally

capable of doing the same.

 

2. Decisions focused on Windlesham

A dedicated Parish Council would focus solely on the needs, priorities and character of Windlesham —

rather than competing for attention across three villages.

 

13. Empowering local councillors

Windlesham councillors would be able to serve the village more effectively, without spending time

negotiating or being overruled by councillors from Bagshot and Lightwater.

 

4. Fair representation

Under the current structure, Bagshot and Lightwater councillors can out‑vote Windlesham on issues that

directly affect our village. A Windlesham Parish Council would ensure decisions reflect local views.

 

5. Protecting village assets

Shared assets and proceeds — such as the Hook Mill Lane depot sale — have not always been distributed

in a way that Windlesham residents expected. A separate Parish Council would protect Windlesham’s

interests.

 

6. Keeping Windlesham’s CIL funds local

Community Infrastructure Levy (CIL) funds are intended to support communities impacted by development.

A Windlesham Parish Council would ensure these funds are used for Windlesham, not absorbed

elsewhere.
